环境犯罪刑事政策的目标要在刑事立法、刑事司法和刑事执行领域中得到具体的贯彻和实现。我国环境犯罪刑事政策在刑事法律层面的实现,就是要在立法领域设置具体化的罪名、增加危险犯以及完善制裁方法;在司法领域设立联合调查机制、独立的审判部门,同时改进环境犯罪的认定方式;在执行领域明确执行主体以及加强执行监督。
