城市社区治理中权力秩序的重构:文件治理何以可为?

Reconstruction of Power Order of Urban Community Governance:What Can Documentary Governance Do?

当前城市社区治理面临着权力碎片化、社区公共精神缺失和居民陷于原子化状态的困境,因此,社区治理的关键是如何重构权力秩序。文件治理作为城市社区治理重要的补充机制,可以有效理顺社区中的各种权力关系。文件治理有所可为的原因在于其在深刻契合中国政治生态与政治习惯的基础上,在围绕文件的创制与执行时,以协商民主为核心,重新赋予社区中不同行动者以新的共同的组织身份,并在基层党政组织、社区(自)组织和居民之间建立一种横向与纵向交叉的责任关系和情感联结。同时,文件治理能以执行文件的集体行动来摆脱以往社区治理中政社沟通脱节、社区力量动员不足、治理手段不落地等现实问题,有效实践治理制度实质意义上的工具化和理性化表达,最终以文件为"制度之桥"实现"对上有效沟通"和"对下有效负责"的治理目标。

The current urban community governance is faced with the predicament of power fragmented,lacking of community public spirit and residents are in an atomized state. Therefore,the key to community governance is how to reconstruct the order of power. As an important supplementary mechanism for urban community governance,documentary governance can rationalize the various power relations in the community. The reason why documentary governance is available is that it fits the Chinese political ecology and political habits,and on that basis,it takes democracy as the core when creating and executing document,and reassigns different actors in the community with new common organizational identities. And documentary governance can establish horizontal and vertical cross-responsibility relationship and emotional connection between the grassroots party and government organizations,community organizations and residents. At the same time,documentary governance can execute document as collective action to get rid of some problems,such as disconnect between government and community,the lack of community mobilization,the failure of governance means and so on,and it also can implement governance system in the substantive sense. Ultimately,documentary governance achieves the aims of communicating effectively with grass-root government and responsible for the grass-root community through executing document.
