老龄化治理现代化——政府、市场、社会依法共治

The Modernization of the Aging Governance——Multi-governance of Government,Market and Society by Law

当前,老龄化日益成为社会关注重大问题,对待老龄化及其进程十分需要改变原有被动因应为现代化主动治理。本文提出老龄化治理现代化在于全新思考"积极应对老龄化"最优方略,老龄化治理现代化重在政府、市场、社会"同向发力",依法共治。这一治理观念的创新,改变了传统观念中单一的或家庭、或政府的原始养老做法,是新发展形态中政府、市场、社会多元共同应对老龄化各项事务的统筹治理,进而有效解决老龄化问题。它也是国家治理体系和治理能力现代化的组成内容。

Facing aging and its process, we should switch passive response to active management. Modernization of aging governance government, market and society＇ s multi-governance by law, is the best strategic response to aging.It changes the traditional practice of either family or government taking the responsibility.Government, market and society together deal with the aging issue.it is part of national governance system and modernization of governance capacity.
