失地农民拆迁补偿资产的投资研究——基于对安徽省天长市部分拆迁农户的调查

A Case Study of the Investment of the Land-lost Farmers' Demolition Compensation

城镇化进程中农民因拆迁会得到一笔补偿资产,但如果因为理财不善或盲目挥霍就会使资产缩水甚至返贫,其家庭不但失去了可持续保障的能力,而且还可能会给社会带来不稳定因素。因此引导拆迁农民对补偿资产进行理性投资,保证拆迁资产的保值增值是一个值得研究的课题。通过对安徽省天长市5个村79家农户273名村民调查,发现土地被征用的农户就拆迁补偿款投资普遍存在投资观念落后、投资方式单一、以及金融机构服务不完善和政府关注度低的问题。针对拆迁农民的特点,应提出相应的投资建议,构建有利于拆迁补偿资产保值增值的长效机制,以最大程度地维护失地农民的利益。

In the process of urbanization, the land-lost farmers would receive demolition compensation, which would run away even to zilch due to squandering or poor financial organization. The concerned families would lose sustainable support, which might lead to social instability. Therefore, it is a worthwhile topic to explore the way of preserving and increasing the value of the demolition compensation. A survey of 273 farmers of 79 households in 5 villages in Tian- chang, Anhui province, shows that the land-lost farmers have backward investment concept and single investment mode, that financial institutions only offer inadequate service, and that the government shows low concern to this issue. It is held that a long-term mechanism should be set up to preserve and increase the value of demolition compensation.
