德国旅客联程联运的实践研究

Research on German Intermodal Passenger Transport Practice

随着我国交通基础设施网络日趋完善,如何发挥各种运输方式的组合优势,发展旅客联程联运,为旅客提供全程"无缝衔接"的出行服务日渐成为交通运输领域新的发展方向。鉴于旅客联程联运在实践中推进难度较大,我国还缺乏成熟可复制、可推广的经验,有必要研究借鉴发达国家的实践经验。本文从实践研究的角度,系统分析了德国发展旅客联程联运的主要形式和经验做法。其中,在公—铁联程联运方面,研究了区域内和跨区域的实现路径;在空—铁联程联运方面,分析了Rail&Fly和"Lufthansa Express Rail"两种旅客联程联运产品。在此基础上,总结提出了德国旅客联程联运实践的几点经验启示。

With the improvement of transportation infrastructure network in China, how to utilize the combined advantage of various transport modes, develop intermodal passenger transport, and provide passengers with ＂seamless＂ travel service, has become a new direction in transportation development. In view of the difficulty of developing intermodal passenger transport in practice, and China still lacks mature and reproducible experience, it is necessary to study and draw lessons from the practical experience of developed countries. In the perspective of practical research, the author analyzes major forms and experience of developing intermodal passenger transport in Germany. In the aspect of road-rail intermodal passenger transport, the paper analyses the implementation methods for both intra-regional and cross-regional categories. In the aspect of rail-air intermodal passenger transport, the paper studies the Rail＆Fly and ＂ Lufthansa Express Rail＂ practices. Finally, the paper summarizes some suggestions on the practice of German intermodal passenger transport.
