公立医院药房托管及相关问题探讨

Discussion on Pharmacy Trusteeship in Public Hospital and Related Issues

自2001年以来,作为我国公立医院药房改革的重要模式,公立医院药房托管在多地进行探索实践。尽管药房托管有助于减轻医院负担,降低虚高药价,提高药房管理效率,但存在难以扭转"以药补医"现状,增加用药安全隐患,弱化医院药学服务等问题。本文分析了我国公立医院药房托管工作过程,总结药房托管工作的利弊和潜在风险,为进一步探讨公立医院药房改革提供建议和参考。

As an important model of public hospital pharmacy reform, pharmacy trusteeship has been explored in many provinces since 2001. Although pharmacy trusteeship contributes to reducing the financial burden on hospital, decreasing the bubble price of pharmacy, and improving the efficiency of pharmacy management, it fails to break down the mechanism of ＂drug-maintaining-medicine＂. Besides, it increases the hidden danger of pharmacy, and weakens hospital pharmaceutical service. Here, we analyzed the progress of pharmacy trusteeship in public hospitals in China, summarized the advantages and disadvantages and potential risks, in order to give suggestions and reference for further exploring public hospital pharmacy reform.
