摘要
结合项目实践情况,详细阐述了煤矿建设项目决策立项、项目核准、开工备案、工程建设、竣工验收5个阶段的重点工作内容,分析得出煤矿建设项目存在程序繁杂、政策主导性强、实施周期长、环保监管严格和投资控制难度大等特点,以及项目前期组织设置不合理、项目前期基础设计不扎实、投资控制较差、项目建设缺乏顶层设计和项目后评价重视度不够等主要问题。在此基础上,对项目前期基础工作和项目过程管控提出了建议与对策。
In combination with the practice condition of the project, the paper in detail stated the important working contents of the five stages, including the project decision, project approval, start work filing, engineering construction and completion acceptance of the coal mine construction project. The complicated program, high policy guide, long implemented period, strict monitored environment protection, high difficult investment control and other features existed in the coal mine construction proj- ect were obtained from the analysis, also including the irrational organization made at the early period of the project, improp- er foundation design at the early period of the project, poor investment control, no top level design of the project construc- tion, no attention to the evaluation after the project and other major problems. Based on the circumstances, the proposals and countermeasures were provided to the foundation work at the early period of the project and the project control process.
