摘要
供销合作社按照"为农、务农、姓农"的改革方向,试点先行,全面推进综合改革,取得显著成效。供销合作社基层组织的覆盖面明显扩大、为农服务的领域拓宽、服务方式创新、服务能力明显提升,初步与农民建立起利益联结机制。当前供销合作社面临体制机制改革的创新手段不足,部分干部职工对综合改革认识不到位,基层组织建设仍然薄弱、人才队伍建设严重滞后,历史包袱重等问题。建议供销合作社加大综合改革的深度与广度,达成改革共识。
All China Federation of Supply and Marketing Cooperatives(ACFSMC) system have been carrying out comprehensive reforms since 2015 and achieved remarkable results. The fields and coverages of organizationalservices have been expanded, while the service capacities have been improved significantly. They are much more welcomed by their farmer customers andhave a closer connection with farmers for the benefits allocation. Anyway, ACFSMC now are facing challengers for their slow speed oftheir system innovation and reform, poor and miss understanding to the comprehensive reform among some their staffs, weak grass-roots organization, backward talent team construction and heavy historical burdenand legacies. ACFSMC are suggested that should increase the depth and breadth of their comprehensive reform in the near future.
