库区移民村落发展现状、问题及对策建议——以福建省古田县常坝村为例

Development Status,Problems and Countermeasures of Migrantion Village in Reservoir Area——A Case Study of Changba Village in Gutian County of Fujian

因水电工程建设引发的移民安置问题和后期发展问题,关系到和谐发展与社会稳定,往往是区域发展中的难点和重点。本文以福建省古田县常坝村为例,阐述了移民重组村落的发展现状,分析了村落经济发展较为落后的成因,认为移民村落存有较多珍贵资源,具有众多历史价值纪念意义,但由于现有条件的制约,村庄的优势资源未被开发,而导致村庄发展较为落后。在此基础上从引人回乡发展、基础设施条件、生态农产品发展、村庄优势资源开发四个角度提出库区移民重组村落发展的对策建议。

The problems of resettlement of affected residents and later development raised by Hydropower project construction bear on society harmonious steady progression.And tend to be difficulties and emphases in regional development.This thesis takes Changba Village as an example,which is located in Gutian County,Fujian Province,expands the status of the migration villages and analyzes reasons why these villages＇econmic development lag behind lies.The thesis suggests that there are many precious resources which have many historical values in those migration villages.However,due to limitations of existing conditions,those precious resources have not yet been developed so that the development of villages are relatively backward.On this basis,the thesis puts forward some countermeasures and suggestions on the development of the migration villages from the following four aspects：the development of people back home,the infrastructure conditions,the development of ecological agricultural products and the development of the village＇s advantageous resources.
