The Supply System of Long-Term Care Service and PPP Orientation in China

阐述了我国构建长期照护服务供给体系的背景,包括长期照护服务供给对象的复杂性、长期照护服务供给内容的多样性、长期照护服务供给的短缺性和政府独自承担投入成本的脆弱性等。指出我国长期照护服务供给体系的建立需要多元主体参与和多层次制度保障。多元主体主要包括政府、市场、家庭及社会力量等,多层次制度主要包括社会性长期照护保险制度、商业性长期照护保险制度、社会性长期照护救助制度以及其他形式的制度等。指出当前我国长期照护服务供给可以走PPP模式的发展道路,政府需转变治理理念,寻求与非政府部门的合作,以共同提供长期照护服务。论述了在长期照护服务供给中采取PPP模式将面临合作意识、服务价格及责任归属等方面的挑战,并提出了相应对策。

This paper introduces the background of building up long-term care services in our country,the complexity of the supply object, the diversity of the supply content, the shortage of supply and the vulnerability of the government to bear the cost of inputs. It points out that the long-term care services should be involved by multiple subjects and multi-level, multiple subjects including government, market, family and social forces. Multi-level mainly includes social long-term care insurance, commercial long-term care insurance, social long-term care assistance and other forms of social security, etc. It points out that Chinese long-term care services can take the path of PPP, transform the governance concept of government and seek the cooperation with non-governmental sectors to provide long-term care services. Also, it discusses the challenges and corresponding countermeasures in the aspects of cooperation consciousness, service price and responsibility attribution in the way of long-term care service provision.
