Linked Open Government Data: Pattern,Method and Realization——With the Case of Shanghai Open Government Data

[目的 /意义]政府数据开放已经成为大数据发展的重要数据来源。探讨基于关联数据的政府数据开放模式和过程,为政府数据的有效开放和充分利用提供帮助。[方法 /过程]对政府数据开放的模式和方法进行讨论,提出基于关联数据和"先发布、后关联"的两步式政府数据开放模式,以上海市政府开放数据为例,分析和阐述该模式的3个主要过程及其关键问题的具体实现方法,包括描述与发布、关联与组织、服务与使用。[结果/结论]为关联开放政府数据的研究和实践提供了一个可行的模式和方法参考。

[ Purpose/significance ] Open government data （OGD） has become the important data source of big data. Exploring the pattern and process of linked open government data （LOGD） will help government to release OGD effectively and make full use of it. [ Method/process ] This paper discussed the model and method of OGD, and put forward a two-step pattern of ＂released first and then linked＂ for OGD based on linked data. With the case of Shanghai open government data, it analyzed and expounded the model of the three major process and implementation methods, including description and publishing, organization and management, and service and utilization. [ Result/conclusion ] It provides a feasible mode and methodology for the research and practice of LOGD.
