京津冀协同发展背景下雄安新区新型合作治理架构探析

A New Coordinated Governance Framework of Xiongan New Areafor the Beijing-Tianjin-Hebei Integrated Development

京津冀协同发展背景下的雄安新区建设是中国经济和社会转型的破题之作,是集中疏解北京非首都功能、缓解北京大城市病的战略举措,是培育新的增长极、促进区域协同发展的重大布局,也是践行创新、协同、绿色、开放、共享五大发展理念的有益探索与尝试。本文在系统梳理京津冀协同发展历史进程的基础上,针对雄安新区规划建设过程中,京津冀区域面临的政府合作治理能力偏弱、政府治理主体碎片化、政府治理的政策工具乏力等诸多问题和挑战,探讨协同共生理念语境下,雄安新区以什么样的姿态和创意落地并产生持久价值的核心问题,并从发展理念、功能定位、实现机制、政策支撑体系及创新维度,提出雄安新区的新型合作治理架构。

The construction of Xiong＇ an New Area is the key to the transition of China＇ s economy and society for the Beijing-Tianjin-Hebei integrated development. Its construction may reduce the non-capital functions of Beijing and relieve the metropolitan syndromes of Beijing. Its construction may also cultivate new poles of economic growth, foster the regional integrated development, as well as practice the philosophy of innovation, coordination, green, opening, and sharing. After reviewing the process of the Beijing-Tianjin-Hebei integrated development, the paper, encountering the problems and challenges such as the capacity of coordinated governance, the fragment of government subjects, the strategies of government, etc., explores the core issues in the construction of Xiong＇ an New Area in a context of symbiotic integration. The paper also proposes a coordinated governance framework of Xiong＇ an New Area, including idea of development, positioning of function, mechanism of realization, supporting system of policy, and dimension of innovation.
