摘要
职称制度是具有中国特色的专业技术人才评价和管理的基本制度,关系到广大专业技术人才切身利益。评聘关系一直是职称制度改革的热点与难点,涉及专业技术职务评价与聘用两个环节。随着《关于深化职称制度改革的意见》印发,我国职称工作进入新一轮深化改革阶段,如何更好地处理评聘关系问题是改革的核心问题之一。本文在深入分析评聘关系演变与模式分化的基础上,给出了深化职称制度改革的背景下,处理好评聘关系的主要路径,包括明确职称的功能定位与本质属性,清晰界定职称制度相关方权力结构,做好事业单位相关人事制度的衔接以及厘清职称制度与职业资格制度的关系等。
The relationship between evaluation and appointment has been a popular and difficult issue in the reform of professional title system. Based on the analysis of evolution and pattern differentiation, this paper discusses the path choices in the future and analyzes the key points that need to handle in order to deepen reform of the system, which include defining functional orientation and essential attributes of professional title system, defining the power structure of the stakeholders, being maintained consistently with the other personnel system, and clarifying the relationship between professional title system and occupation qualification system.
