农村社区合作治理生成：过程、效应与机理--以浙江省金华市管头村为例

The Generating of Rural Community Cooperative Governance: Process, Effect and Mechanism——A Case Study of Guantou Village in Panan County, Jinhua City, Zhejiang Province

农村社区治理包括国家对社区普遍性治理和社区内部治理两个维度,前者需要社区的承接与合作,后者的理想形态是国家指导下的社区自治,但现实中很多地方社区自治无法有效运作,社区发展陷入困局。对浙江省管头村合作治理生成过程的研究发现:国家与社区形成合作治理不仅能够为国家对社区普遍性治理提供支持,还可以在推动社区发展过程中培育社区自治;农村社区合作治理生成有其内在机理,它由生成的动力、主导力量、主体基础、现实途径、主要内容、基本保障和本质特征等要素及它们间的相互联系构成。

Rural community governance includes national governance on community in general and Community internal governance. The former needs community undertaking and cooperating, the ideal form of the latter is community autonomy under the guidance of the state ; but in reality some communities autonomy is unable to operate effectively, they have gotten into development predicament in many rural areas. Through our research on the generatiing process of cooperative governance of Guantou Village in Zhejiang Province, we have found that the cooperative governance between state and community can not only support national governance on community, but also foster community autonomy during promoting its development. The generating mechanism of rural community cooperative governance includes the motive power, the leading strength, subject, realistic approach, main content, basic guarantee and essential characteristics of its generating and interacting of these elements.
