精准扶贫的“碎片化”及其整合:整体性治理的视角

Fragmentation of the Targeted Poverty Alleviation and Its Integration:the Perspective of Holistic Governance

作为一项全国范围内浩大的系统工程,精准扶贫在本质上是一个关于农村贫困的公共治理问题。当前由于我国地方政府组织功能遵循的行动逻辑与公共服务的"碎片化"治理现状,以及农村贫困治理的复杂性,使得精准扶贫工作在实践中面临着扶贫主体的"碎片化"与扶贫资源配置的"碎片化"等方面的困境与问题。这些困境与问题将加大制度运行成本,一定程度上限制了精准扶贫效应的最大化。而强调协调、整合、公共责任、信息技术和公民需求的整体性治理理论为我国农村精准扶贫的可持续性发展提供了一种新的分析思路。基于整体性治理的视角,精准扶贫应加快寻求协调与整合,进行逻辑与机制上的创新,最终迈向协同化的扶贫之路。

As a nationwide systematic project,the targeted poverty alleviation is a matter of public governance in essence. Presently,the task of targeted poverty alleviation in practice is faced with fragmentation dilemma of the anti- poverty subjects and the resource allocation of targeted poverty alleviation due to the logic of local government action,the fragmentation of public service delivery,and the complexity of rural poverty governance.These dilemmas and problems will increase the cost of system operation,and restrict to maximize the efficiency of targeted poverty alleviation to some degree.However,the theory of holistic governance, emphasizing on coordination,integration,public liability and citizen demand, provides a new analysis idea for the sustainable development of targeted poverty alleviation.Based on the perspective of holistic governance, the targeted poverty alleviation should step up the pace to search coordination and integration, to innovate the logic and mechanism,finally,to move toward the collaborative road of anti-poverty.
