摘要
关于职业健康服务的讨论,一是从雇主的角度把组织成员看作是人力资本;二是从雇员的角度强调从事职业活动的社会成员有"职业健康服务权"。我国企业对于组织成员的职业健康服务关注及重视程度不够,制度规范与具体预防保障措施较为缺乏、企业开展职业健康服务的内外部环境及资源的制约是重要原因。职业健康服务的良好实现,需要企业主动承担相应的企业社会责任,视其为发展的战略性责任;也需要政府与社会进一步根据"健康中国"战略发展需要承担相应责任。
In the discussion of occupation health service, employers take their employees as labor capital while employees emphasize people engaging in some occupation have "occupation health service right". China's enterprises do not pay enough attention to the occupation health service, and regulations and specific preventive and safeguard measures are deficient. Not very good environment in and out enterprises to provide health services and resource constraints are also important reasons. To provide good occupation health service, enterprises should actively take social responsibility, and take it as strategic responsibility for their development. Besides, government and society should take their own responsibilities in accordance with the needs of the strategic development of"health China".
