政策网络理论视野下中国LNG动力船舶扶持政策研究

On Supporting Policies for LNG Powered Ships in China from the Perspective of Policy Network Theory

低碳环保已成为未来船舶发展的重要方向,扶持LNG动力船舶(1)发展也已成为我国航运业的基本共识。在我国LNG动力船舶的发展历程中,不同政策主体在不同的发展阶段扮演着不同角色,主体之间在各阶段的互动状况也各有不同。政策网络理论是分析各政策主体为推动LNG动力船舶在我国发展过程所起到的作用以及各政策主体间互动状况的有力工具,通过研究可以看到:政策网络环境对网络整体互动结构和网络参与者行为有着直接的型塑作用,垂直的行政科层体制已不再是推动LNG动力船舶政策过程的唯一力量。

With low carbon and environment-friendliness an important development trend for ships in the future, supporting the development of LNG powered ships has become a basic consensus within Chinese shipping industry. During the history of the development of LNG powered ships in China, policy bodies have played different roles at different stages, and shown different interactions with one another. To analyze the above, policy network theory will be a powerful tool. Through this study, it is found that the policy network environment directly shapes the structure of network interactions and the behaviors of network participants, and the vertical hierarchy system is no longer the sole force in the process of promoting the policy for LNG powered ships.
