基于自然灾害的大众应急物资快速投送问题研究

On the Rapid Delivery of Public Emergency Materials during Natural Disasters

自然灾害的突发、多发、频发、易发,对应急救援在科学性、快速性、准确性等方面提出了更高要求。通过文献和理论研究,结合学者的研究经验,采用定性研究方法,提出大众应急物资快速投送的内涵。针对应急"最后一公里"快速投送过程中面临的救援资源稀缺、应急环境风险高、指挥调度困难等问题,应建立包含天空地一体化的监测分析、大众应急物资虚拟存储体系、多种运输方式立体化组合投送和末端快速投送指挥调度平台的大众应急物资快速投送系统。

Natural disasters are sudden, multiple, frequent and easy to occur, and thus raise higher standards on the scientificity, rapidity, and accuracy of emergency rescue. Based on literature analysis and theoretical study, this paper, combining the experience of other researchers, uses qualitative research method and puts forward the concept of ＂rapid delivery for public emergency supplies＂. It proposes to establish a rapid delivery system for public emergency supplies, including an integrated monitoring and analyzing system, a virtual storage system for public emergency supplies, a multi-mode transportation system and a terminal dispatching platform. It will solve the problem of the scarcity of resources, high environmental risks and difficult dispatc- hing during the ＂last kilometer＂ emergency rescue process in rapid delivery.
