国家治理视野下公民网络参政的引导与规制

The Guidance and Regulation of Citizens' Network Participation in Public Affairs from the Perspective of State Governance

以国家治理视野下公民网络参政为研究对象,分析当前我国公民网络参政的辐射力及其问题。研究表明,网络参政辐射力的巨大影响及公民网络参政存在的问题给国家治理带来的巨大挑战,这彰显出国家治理对公民网络参政管理与规范的不足。为避免公民网络无序参政、盲目参政和恶意参政带来的政治风险,提升公民网络参政的积极作用和效能,实现国家治理和公民网络参政的良性互动和动态平衡,应在国家治理视野下对公民网络参政进行有效的思想引导和制度规制。

Taking citizens＇ network participation in government and public affairs under the state governance as research subject, this paper analyzes the radiation power of China＇s citizen network participation in politics and its problems. It shows that the great influence of network radiation power and the problems in citizens＇ net- work participation in politics have brought great challenges to state governance, which highlights the lack of management and specification in citizen network participation in politics on the part of state governance. To a- void political risks brought by ＂disordered, blind and malicious＂ citizen network participation in politics, en- hance the positive role and effectiveness of citizens＇ network participation in politics, and achieve the benign interaction and dynamic balance between state governance and citizen network participation in politics, effective ideological guidance and system regulation should be carried out from the perspective of state governance.
