目前,财政投融资机制改革越来越成为发挥市场在资源配置中的决定性作用及推进国家治理能力与治理体系现代化的重要一环,而推广PPP模式成为本次体制机制变革的一次重大尝试。但是,由于开展的时间尚短,我国的PPP项目评价体系尚不健全,无法保证PPP项目的顺利实施。针对此问题,本文认为加强PPP项目的物有所值评价,真正发挥PPP模式优势,是推进PPP模式发展的当务之急。

Currently, the reform of financial investment mechanism＇ s reform has increasingly become the decisive role and paramount key in setting the market＇ s position in resource establish- ment and promoting national governance and administrative system＇ s modernization, while popularizing PPP mode has become a critical attempt for mechanism and system reform. Yet, as the short period it develops, the PPP item＇ s appraisal system proves insane so could not guarantee the smooth performance of PPP items. In accordance with the issue, the essay held that it is urgent for us to enhance the valued appraisal on the PPP item and literally utilizing the superiority of PPP and promote its exploitation.
