服务国家安全稳定 培养反恐特需人才——构建反恐怖主义学科的思考

Serving National Security and Stability,Training Anti-terrorism Talents for Special Needs: Reflection on the Construction of Anti-Terrorism Discipline

恐怖主义与环境污染、毒品问题是21世纪人类社会共同面临的三大威胁挑战。恐怖主义破坏现有的社会结构与社会秩序,意图制造混乱、加剧冲突乃至引发战争,使人民生产生活处在恐怖与不安之中。学科建设应紧跟时代发展要求,学科规划应内容全面、紧密围绕发展目标规划,同时应尊重社会发展规律、结合当前实际,能够真正起到引导培养人才和科学研究的作用。反恐怖主义学科建设符合当前社会形势发展的需要,契合法学学科门类研究与发展的需要。反恐怖主义学科是哲学社会科学、政治人文科学相互交叉融合的学科,是调整各种社会关系的综合性学科。反恐怖主义学科体系构建内容包括:基于安全价值取向的反恐怖主义学科构建,为适应国家战略和社会形势发展需要的反恐怖主义学科构建,明确专业培养目标,科学设置教学课程,把握反恐怖主义学科研究领域,培养符合实际需要的反恐怖专业人才,加强专业教师队伍建设,搭建反恐怖校局合作的实践平台。

Terrorism, environmental pollution and drugs are the three major threats to human society in the 21st century. Terrorism undermines the existing social structure and social order, intends to create chaos, aggravate the conflict and even trigger wars, leading people＇s production and life in terror and anxiety. Subject construction should keep up with development of the times. The discipline planning should be comprehensive and closely serve the development goal. At the same time, it should respect the law of social development and consider the current reality to play a guiding role in cultivating talents and scientific research. The construction of anti-terrorism disciplines conforms to the needs of the current social situation and fits the research and development of legal disciplines. Anti-terrorism discipline is an interdisciplinary integration of philosophy and social science,and political and humanities of disciplines. It aims to adjust the various social relations. Based on the security value orientation, the anti-terrorlsm discipline construction should clear training objectives,set up teaching courses scientifically, grasp the research field,cultivate the talents for the actual needs,strengthen the construction of professional teaching staff,and build cooperation practice platforms between universities and bureaus to adapt to the national strategy and social situation.
