Tao, identity and good governance: a brief discussion of governance paradigm

时下"治理"逐渐成为世界学术的热点,各种治理观与策略纷出。然而已有的学术成果,对"治理"这一概念及其精神内核作出系统而清晰考察的则极为少见。本文旨在探索,在全球化的语境中,"治理"为何义、在人类权力谱系之中,作为新范式的"治理"有什么样的表征、如何对之进行分类,并践行于具体的政治行为之中。"治理"的精神特质就是在认同的基础上,依道治理,合法治理,多元协同治理,并实现善治。且治理将取代管理而成为一种新的范式。

Nowadays,＂governance＂ has gradually become a hot topic in the world, and a variety of governance concepts and strategies have emerged. However,it is very rare for the existing academic achievements to make a systematic and clear survey of the concept and the spiritual core of governance. This paper aims to explore, in the context of globalization, ＂governance＂ what kind of definition, in the human power spectrum,as a new paradigm of ＂governance＂ has what kind of features, how to classify it, and practice in the specific political behavior. The spirit of governance is based on identification, governance by Tao,legal governance,multi synergy governance,and good governance.And governance will re- place management as a new paradigm.
