我国现阶段收入分配的主要问题及对策

The Problems and Countermeasures of Income Distribution in China at the Present Stage

改革开放以来,我国居民收入差距迅速扩大。研究发现,初次分配过程中的要素价格扭曲、再分配力度有限、城乡差别和行业差别扩大以及隐性分配等原因共同导致了基尼系数长期维持在较高水平运行;因此,居民收入差距的持续扩大是当前收入分配制度在不同领域中具体实施时导致的,收入分配体制改革势在必行。通过对全面建成小康社会目标来设定我国收入分配制度的改革方向,进而结合党的会议精神和共享发展理念给出政策建议具有重要的参考意义。

Since the reform and opening to the outside world, the income gap among the residents in China has expanded rapidly. This study found that the Gini coefficient has been maintained at a high level because of the factors price distortion in primary distribution, insufficient redistribution, urban-rural and industry inequality as well as invisible distribution. Therefore, the continuous expansion of the income gap among residents is the result of the implementation of the current income distribution system in different fields. And it is imperative to reform the income distribution system. Using the goal of ＂building a moderately prosperous society in all respects＂ to set the direction for the reform of the income distribution system, and then combined with the spirit of the party meeting and the concept of shared development, we can obtain a policy proposal with important reference value.
