五大发展理念视域下政府环境冲突治理的优化路径

The Optimized Paths of Government's Governance of Environmental Conflict under the Five Development Concepts

党的十八届五中全会在深刻总结改革开放实践经验的基础上,创造性提出的"创新、协调、绿色、开放、共享"五大发展理念,对包含社会治理在内的国家发展全局具有重大引领作用。在加强社会治理创新、推进社会治理精细化的大背景下,面对环境冲突问题的特殊性、频发性与严重性,政府必须把五大发展理念贯穿其治理实践始终,以创新理念匡正环境冲突治理的陈旧认知观念;以协调理念补齐环境冲突治理的利益平衡短板;以绿色理念增强环境冲突治理的生态文明底蕴;以开放理念拓宽环境冲突治理的国际资源平台;以共享理念确立环境冲突治理的共建共享格局。

The Fifth Plenary Session of the 18 th CPC Central Committee placed the five development concepts： innovation, coordination, green development, opening up and sharing creatively on the basis of profoundly summarizing the practical experience of reform and opening up. The five development concepts play a major leading role on the overall development of the country which can include social governance.In the context of strengthening social governance innovation and promoting the refinement of social governance, facing the problem of environmental conflict which has particularity, frequent and severity,government should insist the five development concepts in its governance practice from beginning to end：using ‘innovation＇ to correct the old cognitive concepts of environmental conflict governance, using‘coordination＇ to make up short board of interest balance of environmental conflict governance, using‘green development＇ strengthen ecological civilization background of environmental conflict governance,using ‘opening up＇ to widen the international resource platform of environmental conflict governance,using ‘sharing＇ to establish co-construction and sharing pattern of environmental conflict governance.
