目前,有关"社会政策"的定义已出现了多种解释版本,但结合国内外社会政策实践,"社会政策"应是指"某种‘社会组织’基于一定社会价值为实现其特有的社会目标而制定的行动准则及其体系和由此而形成的知识系统"。"社会政策"既不是"公共政策"的一部分,也不是一种"社会行动";政府并非社会政策的唯一主体,"非政府组织"也承担了部分"社会政策"的职能;社会政策不仅具有政治、社会救济和保障功能,还具有社会引导和整合、经济等功能;"政府(国家)与非政府组织"社会政策是正确理解、把握和实践社会政策的两条基本路径,并据此提出了相应的政策性建议。

At present, the definition of the social policy has been the emergence of multiple interpretations,but ＂the contemporary social policy＂ is morely refers to ＂a sort of ‘social organizations＇ has formulated action guidelines and its system in order to achieve its unique social goals based on certain social value,and thus the formation of knowledge system＂. ＂Contemporary social policy＂ is neither a part of public policy nor a social act; The government is not only the subject of social policy, non-governmental organizations have also assumed the function of social policy; Social policy has not only political, social relief and protection function, but also has the guidance and integration of economic and other functions;＂National Social Policy and non-governmental social policy＂ is to correctly understand, grasp and practice of the two basic paths of contemporary social policy. Under the new situation, China＇s economic and social development has entered the ＂new normality＂, it is necessary not only to have correct ideas but also to establish the management system of effective social policy and practice for achieving the goal of real implemention of social policy, and thus accordingly proposed the corresponding policy recommendations.
