应用型转型是实现地方本科院校创新发展的重要方式,势必推动地方本科院校人才培养体制机制的重大变革。高校共青团不仅处于全团基础性、战略性和源头性的地位,同时也是高校人才培养体系中育人子系统之一,应该积极适应共青团深化改革新形势、应用型转型新发展和青年学生新特点,重新梳理地方本科院校共青团的职能定位,坚持思想政治引领、坚持服务青年成长成才、坚持改革创新激发活力,努力为中国特色社会主义事业发展培养高素质应用型的合格人才。

Application-oriented transformation is an important way to realize the innovation and development of local undergraduate colleges, and it is bound to promote the great changes of the institutional mechanism of personnel training in local colleges and universities. The Communist Youth League in colleges and universities not only plays the fundamental, strategic and source role among all the leagues, but also is one of the educational system in the personnel cultivation system of colleges and universities. It should actively adapt to the new situation of the reform in the Communist Youth League,the new development of application-oriented transformation and the new characteristics of young students,thus re-sort out the function and position of Communist Youth League in local colleges and universities.By adhering to the ideological and political leadership as well as serving the growth of young people, the league keeps stimulating vitality of the reform and innovation as well as striving for the cultivation of highquality qualified personnel for the development of socialism with Chinese characteristics.
