On New Thoughts of Beijing Urban Planning

要从北京城市规划的历史中吸取经验教训,立足实际,开创北京城市规划的新局面。北京城市规划新方案之基本方针是:(一)北京是中国的古都,即北京是中国的历史文化名城。(二)北京是中华人民共和国的首都,北京应当是中国的政治、经济、文化、军事等方面以及与首都相关方面的中心。(三)随着中国国际地位的提升和政治、经济、文化等的发展,北京还要成为国际性大都市,形成以北京为中心的有出海口的世界级城市群。北京城市规划之基本纲领是:(一)旧城之改造与恢复。(二)新城之建设与发展。(三)体育、休闲、度假、游玩、生态缓冲区域之建设与发展。(四)卫星城之建设与发展。

This paper suggests that it is necessary to learn the experience and respect the reality in order to create a new situation of Beijing urban planning. The basic principles of this new planning should be： 1. Beijing is the ancient capital of China, and it is a famous historic and cultural city in China; 2. Beijing is the capital of PRC, so that it should be the political, economic, cultural, and military center of China; 3. With the improvement of China＇s international status and the political, economic and cultural development, Beijing should become an international metropolis. And the world-class urban agglomeration should be formed with Beijing as center. The basic programme of this planning should be： 1. The reconstruction and recovering of old urban areas; 2. The construction and development of new urban areas; 3. The construction and development of PE, relaxation, vacationing, amusement industries zones and the ecological buffer zone; 4. The construction and development of satellite cities.
