BT模式在我国新型城镇化建设中的运用研究——以湖北省S市“三化”工程为例

Research on the Application of BT Mode in the Construction of New Urbanization in China:Taking the Project of S City in Hubei as an Example

以湖北省S市的"绿化、亮化、硬化"项目为例,分析BT模式的运行模式和实际运行现状。研究结果表明BT模式存在风险大、耗时长、项目相关方沟通难度大、监管存在漏洞、法律环境缺失等问题,并提出完善立法规范、建立监督体系、完善建设市场准入制度等策略,为后续新型城镇化建设项目提供借鉴。

Taking the project of ＂greened,lightened,hardened＂ in S city of Hubei province as an example,this paper first analyzes the operation mode and actual operation status of BT mode. The results show that BT mode has many problems,such as high risk,long time consuming,difficult communication between the parties concerned,loopholes in supervision and lack of legal environment. Then,puts forward the correspending strategies,such as perfecting legislation standard,establishing supervision system,perfecting market access system,in order to provide experience for the following urbanization projects.
