辽宁省空气质量生态补偿立法分析

针对我国空气质量生态补偿研究缺乏,且立法明显滞后于实践的现状,在分析山东省和湖北省空气质量生态补偿方案的基础上,结合辽宁省空气环境质量的现实情况,从生态补偿标准确定、空气质量监测数据采用及生态补偿资金筹集方面,对辽宁省空气质量生态补偿立法可行性进行分析并提出相关建议。

Based on Shandong Air Ecological Compensation Plan and Hubei Air Ecological Compensation Plan, facing the situation of air ecological compensation experiences lagging behind these legislation and research lack, this paper analyzes the ecological compensation practices and gives some advices in terms of compensation standard, monitoring data and fund resource.
