融合互联网的新发重大传染病应急处置联动平台的建立 被引量:8

Establishment of internet-based emergency response joint platform for emerging and severe infectious disease

摘要 目的建立融合互联网的新发重大传染病应急处置信息化平台,保障联防联控疫情信息及时规范流转。方法平台采用浏览器/服务器架构,以Java企业级应用作为开发集成环境,Eclipse为程序开发工具,甲骨文11g为中央数据库,Apache Tomcat为应用服务器。使用Spring模型-视图-控制三层架构+Hibernate、Spring安全和Apache Shiro框架进行开发、用户及权限管理。通过专用Web服务接口对广州市疾病预防控制中心微信公众号进行加密数据存储、共享交换,并通过微信开发程序包括手机定位接口实现位置服务跟踪功能,同时集成百度地图实现自动定位功能。结果该平台支持联防联控成员单位帐号登录使用,包括咨询公告、疫区来穗人员健康随访和传染病应急处置3个子系统,其中传染病应急处置子系统涵盖新发传染病(中东呼吸综合症、埃博拉出血热、寨卡病毒病和黄热病)、重点传染病(人感染禽流感和登革热)、蚊媒举报、其他传染病等4个模块;蚊媒举报模块具备微信公众号举报卫生环境黑点以及百度地图展示蚊媒风险区域的功能;其他传染病模块可任意扩展搭建成其他新发或重大传染病处置模块。平台还支持国家传染病报告管理信息系统中传染病报告卡信息、南方航空公司乘客信息等导入功能。结论该平台的应用保障了疫情信息在联防联控单位之间及时流转和规范采集,为我市重大新发传染病联防联控工作机制高效运行打下基础。 Objective To establish an internet-based emergency response joint platform for emerging and severe infectiousdisease,and ensure the standardized and timely delivery of epidemic disposal information. Methods The platform wasbased on a Browser/Server structure,using Java EE as the environment of development and integration,Eclipse as theprogram development tool,Oracle11 g as the central database and Apache Tomcat as the application server. The developmentof the platform was based on a Spring MVC+Hibernate framework. The use of Spring Security and Apache Shiro framework foruser information and authority management enables single-point login between subsystems. Through special Web Serviceinterface,the Wechat subscription of Guangzhou Center for Disease Control and Prevention stores and shares enciphereddata,while the Wechat SDK mobile positioning interface realizes the subscription′s location tracking service,and integratesBaidu map to achieve automatic positioning function. Results All joint member units had the independent accounts to loginon the platform. The platform included three subsystems of announcement consultation,the health follow-up of the peoplefrom epidemic area and the emergency disposal of infectious diseases. The infectious disease emergency disposal subsystemwas divided into four modules which include emerging infectious diseases(middle east respiratory syndrome,Ebolahemorrhagic fever,ZIKA virus disease and yellow fever),severe infectious diseases(human infection with avian influenza,dengue fever),mosquito density monitoring report and other infectious diseases. Mosquito density monitoring report moduleachieved real-time pictures to report the hygiene black spots through the Wechat official account of Guangzhou Center forDisease Control and Prevention and observed mosquito-vector risk areas through Baidu map. Other infectious diseasemodules could be extended as needed. The platform had the function of importing information from the infectious diseasereport cards of national infectious disease report management information system and from the passengers of China SouthernAirlines. Conclusions The application of this platform can guarantee timely delivery and standardized collection of the epidemic information from different joint member units,and thereby provide foundation for the efficient joint prevention andcontrol mechanism of emerging and severe infectious disease in Guangzhou Municipality.
