军民融合战略下的航空工业集成创新的信息治理模式

Information Governance Patterns of Aviation Industry Integration Innovation Based on Civil-military Integration Strategy

基于军民融合国家战略,分析了军民融合对航空工业集成创新的新要求,进而分析航空工业集成创新面临的信息治理困境。为解决治理困境,提出流程式、核心式、集成平台式三种信息治理模式,为军、民等集成创新主体信息交流、共享提供重要基础平台和合作框架。为保障治理模式的有效实施,提出相应的治理策略,包括采用数字化集成网络、契约机制、交易机制,提高知识产权的双向转化能力和军民技术标准的兼容性等。

The civil-military integration strategy has raised new demands for aviation industry integration innovation. Based on the analysis of these new demands, information governance dilemmas of integration innovation for aviation industry are discussed. In order to deal with the dilemmas, three information governance patterns including process type, core type and integration platform type are proposed to provide important cooperative platform for information communication and sharing among military innovation or- ganizations and civil innovation organizations. Meanwhile, governance strategies are also given to support the implementation of gov- ernance patterns, including digital integration network, contract mechanism, and transaction mechanism, bilateral switching of in- telligent property and compatibility of civil-military technology standards.
