我国科技报告政策现状

Research on S&T Report Policy of China

通过文献调研和网络调研,介绍科技报告政策的基本概念,明确我国科技报告政策理论研究现状和科技报告政策制定、发布现状。通过分析发现,在研究层面,需强化科技报告政策研究的系统性和全面性;在实践层面,我国科技报告政策已初步形成国家、省级、基层三级政策体系及"要建、如何建、建后监督"的政策链条。下一步应着重解决科技报告知识产权问题,以及制定相应的监督、激励制度的可操作的具体规定。

Firstly,this paper introduces the basic concept of S＆T report policy, then makes clear the status quo of the S＆T report policy theory research, the policy formulation and release through the literature research and web survey. Through the analysis, the paper found that the policy should strengthen the systematic and comprehensive features; the policy system has initially formed the three-tier policy system of ＂national, provincial, grass-roots level＂ and the policy chain of ＂to be built, how to build, after construction supervision＂. The next step should be focused on resolving the issue of intellectual property rights of S＆T report and the specific provisions on the operation of supervision and incentive.
