我国市县开展“多规合一”试点的成效、制约及对策

The Effects,Constraints and Countermeasures of Multi-plans Integration Pilot Project in China's Cities and Counties

针对市县各类规划存在相互分割和矛盾的突出问题,2014年我国启动了市县"多规合一"试点工作。试点工作开展三年以来,在规划调整、路径模式、规程规范、体制机制、立法保障、省级试点等方面进展明显,取得一定成效,积累了一些经验。但同时,在规划期限、规划主体、规划层次、规划审批、规划法律等方面仍存在明显的制度性约束,尚未形成全面、统一、明确的解决办法和标准,严重制约下一步试点工作的持续稳步推进。今后,应从完善市县规划体系、加强省级和市县空间规划协调、理顺配套体制机制、强化立法保障等方面促进市县"多规合一"稳步推进,尽早形成一套可复制、可推广的经验模式,促进我国市县规划体系的功能完善和效益发挥。

Corresponding to the segmentation and contradiction among various plans existing at city county level,central government implemented multi-plans integration pilot project in 2014. The pilot project has been carried out for three years,and has made some progress in planning and adjustment,path and pattern,procedure specification,institutional mechanism,legislative guarantee and provincial pilot implementation,and has achieved some experience and accumulated some experience. At the same time,there are still obvious institutional constraints in planning period,planning subject,planning level,planning approval and planning law. These aspects have not yet formed a comprehensive,unified and clear solutions and standards,and severely constrained the continued steady progress of the next pilot project. Therefore,it is necessary to deepen the theoretical and empirical understanding of multi-plans integration and concentrate relevant resources and strength from various departments both at central government and local government level. In order to promote the function and efficiency of the city and county planning system,we should improve the city and county planning system,strengthen the provincial and city and county spatial planning coordination,straighten out the supporting mechanism and strengthen the legislative guarantee to promote the multi-plans integration in cities and counties and form a set of replicable and popularized experience models.
