山西省贫困县县域经济发展评价研究

Study on Evaluation of County Economic Development in Poor Counties of Shanxi Province

山西省贫困县县域经济发展是实现全省经济转型跨越发展的重要组成部分,对贫困县县域经济的评价可以为全省实现脱贫攻坚提供参考依据。以全省58个贫困县为研究对象,利用2015年各县(区)经济社会发展统计数据,构建评价指标体系,选用因子分析方法对各县经济发展做出评价分析,依据综合因子得分进行了排名。结果表明,58个贫困县当中,按综合因子排名,山阴县、柳林县、平鲁区等县排名靠前,五台县、阳高县、灵丘县等县排名适中,排名最后的为石楼县、大宁县。针对贫困县的区域异质性条件因素及发展现状提出了对策建议:发展区域优势产业,促进产业融合;调动社会资本,投入技术创新;加快推进城乡统筹进程;借力脱贫攻坚工作,形成良性互动。

The county economic development of poor counties in Shanxi province is an important part to realize the economic transformation and development of the whole province. The evaluation of the county economy in the poor counties can provide reference for the province to achieve out of poverty. In this paper, 58 poor countries in the province as the research object, using the 2015 counties（area）statistical data of economic and social development, building the evaluation index system,using factor analysis method to make the evaluation and analysis on the county economic development on the basis of the comprehensive factor score ranking. According to comprehensive factor, the result showed that 58 poor countries, Shanyin, Liulin, Pinglu and other counties ranked top; Wutai, Yanggao,Lingqiu and other counties ranked moderate, ranked last for Shilou, Daning. This paper put forward some countermeasures and suggestions for the regional heterogeneity condition and the development situation of the poor counties. It should develop the regional superiority industry, promote the industrial integration; mobilize social capital and invest in technological innovation; accelerate the process of urban and rural integration, and finally take advantage of poverty alleviation work and form a positive interaction.
