我国残疾人基本公共服务标准体系研究

Study on Standard System of Basic Public Service for Persons with Disabilities in China

标准化是规范基本公共服务供给、提升服务质量、促进服务均等化的重要技术手段。残疾人基本公共服务是我国公共服务体系的重要组成部分,本文从标准化角度出发,阐述了我国残疾人基本公共服务标准化工作存在专业技术委员会少、标准供给不足、标准结构单一等问题。本文通过分析残疾人基本公共服务标准化对象,提出构建由基本通用、社会保障、基本服务三个子体系组成的残疾人基本公共服务标准体系框架,并结合体系框架结构对现有的相关国家标准、行业标准进行了分类分析,提出了急需制定的十余项基本公共服务标准。并提出通过制定规划、开展理论研究、设立专业标准化技术委员会、培养专业人才等方式加大标准化工作力度,推进残疾人基本公共服务标准的制定工作。

Standardization plays a significant role in specification of basic public service supply, promotion of service quality and improvement of equalization. The basic public service for the disabled is an important part of the public service. The development and existing problems of standardization of basic public service for the disabled in China is elaborated in this paper, including lack of technical committee, insufficient supply of standards and simple structure of standards. The standard system structure, consisting of general part, social insurance and basic service, are built through analyzing the standardization objects. The related national standards and industrial standards are classified based on the system structure and more than 10 standards are put forward to be developed. Formulating project, carrying out theoretical research, establishing technical committee and training talents are presented to advance the standardization of the basic public service for the disabled.
