山东省残疾人托养服务发展现状及对策研究

Research on Problems and Countermeasures of the Care Service for the Persons with Disabilities in Shandong Province

残疾人托养服务主要解决智力、精神和重度肢体残疾人的生存发展问题,其水平可能影响残疾人的小康进程。本文以山东省残疾人托养服务为例,分析山东省残疾人托养服务机构状况、托养服务方式等托养服务的发展现状,认为托养服务发展过程存在看护资源不足、资金不足、第三方监管评价机制缺乏等问题,在此基础上提出推进残疾人托养服务工作的政策建议,主要包括政府引导扶持民办残疾人托养机构、融合探索托养服务与养老服务的衔接、托养服务专业人员培养及建立残疾人托养服务监督评估机制等,以期对提高残疾人托养服务水平提供参考。

Care service for persons with disabilities involves solving the problems of survival and development of persons with intellectual, mental and serious physical disabilities. This study takes the care service for persons with disabilities in Shandong Province as an example and analyzes the current situations of care service agencies and their service models. Also, it makes in-depth analysis of the problems such as lack of care service resources, insufficient funds and short of assessment of a third-party monitoring. Based on the above analysis, the study makes policy proposals on strengthening care service work including the government＇s support for private-owned care service institutions, integrating care service into care service for the elderly, training of service workers and construction of assessment mechanism. It is hoped that these suggestions will be of value to enhancing care service for persons with disabilities.
