摘要
本文以京津冀协同发展为政策背景,对三地一体化发展进程中首都职工面临的机遇与挑战进行了分析,建立了"劳动力需要转移量"、"劳动力实现转移量"以及"产业转移人户分离"("经济型人户分离")等概念,提出了在三地一体化进程初期阶段首都需要解决"精确定位劳动力转移量"的问题,明确了首都外迁行业职工完成有序转移的三个必要条件,总结了北京政府、企业和工会在规划和指导职工在京津冀一体化发展进程中实现有序外迁,需建立起"一盘棋"思维以及需开展的五项主要工作。本文旨在为政府、企业和工会在京津冀协同发展进程中指导职工职业发展提供思路,为其组织管理和人力资源管理工作提供参考。
Based on the coordinated development of Beijing-Tianjin-Hebei policy background, the capital in the process of development of integration of three employees facing the opportunities and challenges are analyzed, established "labor needs to transfer", "labor migration" and the "industrial relocation households separation"( "economical households separation"), and other concepts, puts forward the problem of "precise positioning labor migration" which the capital need to solve in the early stage of the integration of three, made clear the capital flight industry worker to complete the orderly transfer of the three necessary conditions, summarizes the Beijing government, enterprises and trade unions in planning and guide employees in the process of integration of the Beijing-Tianjin-Hebei region development and outsourcing order to establish the "overall situation thinking " as well as the need to carry out five main job. The purpose of this paper is to for the government, enterprises and trade unions in the process of the coordinated development of Beijing-Tianjin-Hebei guidance staff career development train of thought, for the organization management and human resource management to provide the reference.
