农户参与农村产业扶贫项目的阻滞因素分析——基于内蒙古自治区X旗的实地调研

Analysis about the Blocking Factors of Farmers' Participation in Rural Industrial Poverty Alleviation Projects——Based on A Field Research of X Town in the Inner Mongolia Autonomous Region

文章采用随机抽样调查法,满足随机抽样置信度95%的前提下,抽取内蒙古自治区X旗152户国家级贫困户和30个嘎查村的30名村干部,应用参与式评估法、利益相关者讨论法,对X旗产业扶贫项目农户参与情况进行分析,发现该旗农村产业扶贫项目农户参与率较低。从收益、风险、资金和技术等角度论述影响农户参与农村产业扶贫项目的制约因素,并据此提出促进农户积极参与农村产业扶贫项目的政策建议。

The article found that farmers ＇ participation rate about rural industrial poverty alleviation project is low in X town. The discovery uses random sampling survey method,it meets the confidence of random sampling95 %,it extracts 152 national level poor households and 30 village cadres from 30 Gacha village in the X town,Inner Mongolia Autonomous Region,and It analyzes the situation of farmers＇ participation about poverty alleviation project in X town by using application of participatory evaluation method and stakeholder discussion. This paper discusses the factors that affect farmers＇ participation in rural poverty alleviation projects from the perspective of income,risk,capital and technology,and puts forward the policy recommendations to promote farmers to actively participate in rural poverty alleviation projects.
