On New Development of the Criminal Law of the People's Republic of China

1997年刑法颁行20年来,国家立法机关历次修正刑法,使我国刑法在减少死刑、调整刑罚结构、及时修改补充罪刑规定和不断完善刑法立法技术等方面发展显著、成绩斐然。20年来,我国刑法修改体现出鲜明的时代特征和注重立法创新的主要特点,其立法经验主要是坚持正确的立法方向、坚持从国情出发、以问题为导向。

In the past 20 years since the promulgation of the Criminal Law of the People＇s Republic of China （ hereinafter referred to as the Criminal Law） in 1997, national legislature has made great achievements in reducing the death penalty, adjusting penalty structure, timely revising and supplementing punishment provisions and continuously improving legislative technique of Criminal Law through ten amendments to Criminal Law. In the past two decades, the amendments to Criminal Law have reflected the distinctive characteristics of the time and the main features focusing on legislative innovation. Its main legislative experience is adhering to the correct legislative direction, adhering to the orientation that proceeds from national conditions, and adhering to and developing the principle of compression and modesty of Criminal Law.
