利益相关者视角下我国群众足球治理创新研究

STUDY ON THE GOVERNANCE INNOVATION OF CHINESE AMATEUR FOOTBALL IN THE PERSPECTIVE OF STAKEHOLDERS

采用文献资料法、比较研究法和逻辑分析法分析当前我国群众足球发展中存在的多方利益冲突问题,旨在推动体育行政部门机构改革和职能转换,进而促进我国群众足球项目的健康有序发展.主要结论:足球协会、群众足球组织、足球活动竞赛主体人员为我国群众足球确定性利益相关者;当地政府为关键利益相关者;媒体为危险性利益相关者;赞助商为从属利益相关者;观众为或有利益相关者.应通过明晰体育行政部门的管理职能,完善群众足球管理机制;提高政府及相关体育部门的重视与投入,加强政策法规制度建设;积极推进群众足球运动社区化和产业化发展进程;营造良好的足球舆论环境;和赞助商形成共同利益体等措施进行共同治理.

A comparative study using the methods of literature,logical analysis analyzes the of multiple conflicts of interest of amateur football development in China,and aims to promote the of reform and the function transformation sports administrative organization,and then to promote the of the healthy and orderly development masses football project in China. The main conclusion： the Football Association,amateur football organization and main body of football competition belong to the deterministic stakeholders,the local government are key stakeholders,Sponsors are subordinative stakeholders; audience are probable stakeholders. The results show： we should clear sports management functions,improve the management mechanism of soccer and the attention and investment of government and relevant departments of sports,strengthen the policies and regulations system construction,actively promote the masses football community and industrialization,create a good football environment of public opinion and sponsors to form common interests and other measures for common body governance.
