兴安盟《出生医学证明》签发问题分析与对策

Analysis and Countermeasures of Issue of Medical Certificate of Birth in Xinganmeng

自从2010年开始,内蒙古自治区要求统一计算机化管理《出生医学证明》,通过收集兴安盟2010年1月—2016年12月签发情况,发现《出生医学证明》诸多管理不规范之处:包括证章不分离、换发证件和废证概念混淆、证明材料真伪不清、父母身份信息不全或有误等,文章探讨亲子鉴定的方式规避上述问题,并以此杜绝为抱养、偷窃、拐卖儿出具证件的可能。

Since 2010, our province has requested unified computerized management of birth certificate, By collecting the issue of our league from January 2010 to December 2016, we found that the birth certificate showed many irregularities in management： not including badge separation, renewal documents and waste permit conceptual confusion and evidence of the authenticity is not clear, the parents identity information is incomplete or incorrect. This paper discusses the paternity of the way to avoid these problems, and in order to prevent theft, to adopt, trafficking children may be issued documents.
