摘要
文章采用2002—2013年长三角地区15个城市工业行业的面板数据,构建技术进步综合指数并基于技术进步视角实证分析了环境规制对就业的影响。研究结果表明:(1)随着长三角地区环境规制强度的增加,对就业先起促进作用,当环境规制强度到达临界值后对就业有抑制作用,即环境规制与就业之间呈倒U型的曲线关系:(2)目前长三角15个城市的环境规制水平全部处于倒U型曲线左侧,此时增加环境规制强度能促进就业;(3)在倒U型曲线的左侧,环境规制能够通过技术进步促进就业。
This paper constructs a composite index of technological advances by using industrial Panel data from 15cities in Yangtze River Delta(2012-2013)and makes an empirical analysis of the impact of the environmental regulation from the perspective of technological advances in industry.The results find(1)there is an inverted U-shaped curvilinear relationship between environmental regulation and employment;(2)the levels of environmental regulation in 15 cities are all on the left side of the inverted U-shaped curve,which indicate the increase of environmental regulation intensity will promote employment;(3)when on the left side of the inverted U-shaped curve,the environmental regulation can promote employment through technological advances.
