中国水土流失防治机制的构建与发展

Establishment anddevelopment of prevention and control mechanism of water loss and soil erosion in China

为促进水土流失防治研究,保障生态安全并与社会经济协调发展,探索科学、高效的防治机制,对中华人民共和国成立以来我国水土流失防治机制的演进过程和取得的成就进行了总结和梳理,对存在的机制上的问题进行了分析。建议加强和提升数据服务决策的能力建设、法制化防治工作的管理与协调,建立健全依据科学、行之有效的水土保持生态补偿机制,规范化、制度化、法制化地保障市场机制的稳健、高效运行。

In order to explore the scientific and high-efficient prevention and control mechanism of water loss and soil erosion so as to promote prevention and control work of water loss and soil erosion and to improve the coordinated development between the ecological security and the social economy,the evolution and achievement of prevention and control mechanism of water loss and soil erosion since the founding of the People's Republic of China are reviewed and summarized.The existing problems are analyzed.Some suggestions are put forward:to strengthen and improve the capacity building of data serving decision,to legally strengthen and guarantee the management and coordination of water loss and soil erosion,to establish the scientific ecological compensation mechanism of water and soil conservation,and to standardize,institutionalize,legalize the market mechanism so as to ensure smooth and high-efficient operation of market mechanism.
