摘要
以南京市为研究对象,构建了南京市水资源利用效率评价指标体系。选用基于时间序列的DEA模型,分别对不考虑非期望产出情况的水资源利用效率和考虑非期望产出下的水资源利用效率进行测算。对比两种情况下的效率值,发现在环境约束下,考虑非期望产出的南京市水资源利用效率比不考虑非期望产出下的效率值提高了。引入环境效率概念,解释了其原因在于节能减排、环境治理工作取得成效、环境效率提高所致。
Taking Nanjing City as the research object,the evaluation index system for the utilization efficiency of water resources in Nanjing City is established.By using the DEA model based on the time series,the utilization efficiencies of water resources with and without consideration of the expected output are estimated.Through the comparison of the efficiency values of the two cases,it is found that under the environmental constraints,the utilization efficiency of water resources in Nanjing City considering the expected output is higher than that not considering the expected output.Therefore,by introducing the concept of environmental efficiency,the reasons are the work achievements and environmental efficiencies in the energy conservation andemissionsreductionandenvironmental governance in Nanjing City.
