摘要
阐述了合同节水管理与市场机制的内涵特征,分析了实施合同节水管理的外部环境与内生动力,提出了运用市场机制推行合同节水管理的路径:(1)推动水价改革和水权交易;(2)培育节水服务产业;(3)开拓节水服务市场;(4)规范节水服务产业发展。
The features of water-saving management contract are elaborated,and its external environment and internal motivation are analyzed.On this basis,the routes to promote the watersaving management contract by using the market mechanism are put forward as follows:promoting water price reform,establishing water right system,developing water-saving service enterprises,cultivating the market and establishing a credit system.
