The Construction of Talent Team is the Key to the Construction of New-type Think Tank of Land and Resources

新型智库在中国经济转型背景下应运而生,人才队伍建设是智库建设的关键要素。智库是人才的蓄水池,人才队伍建设的科学合理性是制约智库发挥政策影响力的重要因素。从加强智库人才队伍建设的意义出发,梳理国土资源系统人才队伍建设的基本情况,分析人才队伍建设存在的问题,提出了加强智库人才队伍建设的一些建议;(1)优化智库人才队伍建设的体制机制;(2)完善和优化智库人才队伍结构配置;(3)健全人才认定与评价机制;(4)创新人才培养机制与激励机制;(5)加强智库文化建设。

The new think tank came into being in the background of China＇s economic transformation. The construction of talent team is the key factor in the construction of the think tank. Think tank is the reservoir of talents, and the scientific rationality of the talent team construction is an important factor restricting the policy influence of the think tank. Based on the significance of the talent team construction, this paper analyzes the current situation and problems of the talent team construction in land and resources system, and then puts forward some suggestions on how to strengthen the talent team construction of the think tank. Firstly, optimize the system and mechanism of the talent team construction of the think tank. Secondly, improve and optimize the talent team structure of the think tank. Thirdly, perfect the talent identification and evaluation mechanism. Fourthly, strengthen the culture construction of the think tank.
