构建终身教育公共服务体系:从理论到实践的探索

Theoretical and Practical Exploration of Constructing Public Service System for Life-long Education

终身教育公共服务体系是为满足社会成员终身学习需要,综合利用社会各级各类教育资源构建的社会化的教育公共服务的有机整体。它既属于公共服务范畴,又是终身教育体系的核心内容,具有公共性、公平性和社会化、系统性等特征。在实践层面,江苏终身教育公共服务体系的构建立足江苏经济社会发展和终身教育发展实际,聚合江苏优势,彰显江苏特色,应包括组织机构系统、教学实施系统、场地载体系统、学分转换系统和数字化服务平台系统等五个既相对独立又相互沟通、相互作用的子系统。

The public service system of lifelong education is an organic unity of socialized educational public service,which is es-tablished by synthesizing the different levels of educational resources in order to satisfy the demands of social members l lifelong learning. It belongs to both the category of public service and the kernel content of lifelong education system, with the features of publicity, fairness, socialization and systematicness. From the perspective of practice,the construction of the lifelong education public service system in Jiangsu Province should base on the reality of economic and social development and the development of lifelong education,synthesize the advantages and demonstrate the characteristics of Jiangsu Province. It should include five mutu-ally communicating and functioning sub-systems： organizational structure, teaching implementation, field and carrier, credit transfer and the digital service platform.
