对于群体性事件的处理,涉及到有关运用刑事法律的问题时,不能完全与一般的刑事犯罪问题等同,应有区别地看待。从群体的行为特征可以对刑事政策导向进行有依据的识别,群体性事件中涉及的犯罪与其他犯罪是不同的,所以在处理有关群体事件中涉及到犯罪的问题,我们必须从刑事政策上进行识别与区分,正确适用刑事法律,以利于社会发展和社会稳定。
