食品安全办面临的工作困境及对策探讨

摘要 尽管2013年食品安全监管体制改革形成了"相对集中"的监管格局,但是各级政府食品安全委员会办公室(食品安全办)的作用依然不可或缺。然而当前食品安全办面临"政府属性"淡化、工作权威性差、层级管理错位的问题。通过对食品安全办历史演变、必要性、现处困境的梳理与研究,建议在现行监管体制下,通过调整"三定方案",健全工作机制,突出食品安全办政府职能等手段,来更好地发挥食品安全办的作用。 Offices of food safety commissions at all levels are still indispensable to food safetymanagement, though reform on food safety supervision system had formed desalinizing a relative-centralized system in 2013. However, offices of food safety commissions face dilemmas, such as the desalinizing of its governmental attribute, the low authority of work, the dislocation in administrative management. By researching the evolution, necessity of offices of food safety commissions, and analyzing the dilemmas in practice, this article proposed some measures to carry out the functions of offices of food safety commissions better, including adjusting "3 decide"plan,improving the mechanism, strengthening the governmental functions of the offices.
