高校仪器设备报废管理探索

近年来高校专业建设迅速发展,科研项目不断增多,仪器设备数量和原值快速增长,报废设备也随之增加。仪器设备报废是设备管理工作的最后一个环节,当前大多数高校的报废管理制度不健全,处理手段简单,造成了一方面是仪器设备的浪费、另一方面是购置设备的经费不足的尴尬局面。为此提出了健全高校仪器报废管理制度、做好仪器设备的调剂共享、科学鉴定报废仪器设备、规范仪器设备报废程序和妥善处理报废仪器设备等方面的改进措施,并就报废仪器设备如何回收处置提出了具体的方案,以期减少国有资产流失和浪费。

Recent years has seen the increasing development of specialty construction in the colleges and universities in that the number and the original cost of the equipment have been on the rise that result in the increasing number of disused equipment. As the disusing of instruments and equipment is the last step in the equipment management, there exist problems in this regard such as the incomplete system and the simple treatment method in most universities that lead to the waste and the inadequate funding, etc.. Therefore, the paper proposes countermeasures including perfecting the system, reallocating the equipment, evaluating the disused equipment scientifically, standardizing the disusing process, handling the disused equipment properly, and recycling the equipment so as to reduce the waste and the loss of state-owned assets.
